Open Government Community Builder (OGCB) turns a standard Drupal site into a ready-to-use community, knowledge and project platform for the public sector. It is aimed at public administrations, government agencies, municipal networks, research and transfer projects, and programmes that want to enable digital collaboration, knowledge transfer and structured networking across organisational boundaries.

OGCB combines content management with community features for public and protected workspaces: content can be published editorially, co-created in groups, commented, tagged, searched, and made visible through maps and event listings — suitable for public information portals as well as closed expert communities and inter-municipal collaboration.

Key features

  • User interface based on the KERN design system, the UX standard for German public administration
  • Public content areas for news, events, wiki pages and information pages
  • Group-based collaboration with open and closed workspaces
  • Roles and permissions for administrators, editors, community management, group administration and registered users
  • Wiki functionality for collaborative documentation and knowledge collection
  • Events and calendar features
  • Places/locations with map view and categories
  • Commenting, liking and bookmarking of content
  • Notifications and private messages
  • Media and document management
  • Trash & restore: recoverable deletion for content, comments, groups, group content and media, including cascading restore
  • Search, filtering, taxonomies and tagging for structured content
  • Editorial workflows and flexible extensibility through Drupal modules

Built on the KERN design system

The OGCB interface builds on KERN, the open UX standard and design system for German public administration. It uses the KERN UX Drupal theme and ships its own sub-theme, OGCB KERN UX, so the platform follows consistent, accessibility-oriented public-sector design guidelines out of the box.
