Provides a grantable permission for users needing access to view the user list aka People list at /admin/people/list preventing the need to grant the broad and problematic administer users permission.

When installed, if the People view is used with the core administer users permission, it is modified to the new permission. Existing roles with administer users are granted the new permission.
