Synapse helper module
This module automatically creates a privacy policy page. It also modifies the administrator experience by blocking module installation via the UI, pre-filling certain options, and providing error warnings.

The module also interferes with the work of the administrator, forbidding him to install modules through the graphical interface, prefills some checkboxes and warns against errors.

If you want to disable this module on your site, and you think that the module resists it - it is not so. The module is most likely a dependency of the synmini installation profile.
You need to edit the file `/profiles/synmini/synmini.info.yml` to remove the module from the dependencies block

Если вы хотите отключит этот модуль на своём сайте, и вам кажется что модуль этому сопротивяется - это не так. Просто скорее всего модуль прописан как зависимость у установочного профайла synmini.
Вам нужно отредактировать файл `/profiles/synmini/synmini.info.yml` убрав модуль из блока `dependencies`.
