If you want to disable this module on your site, and you think that the module resists it - it is not so. The module is most likely a dependency of the synmini installation profile.
You need to edit the file `/profiles/synmini/synmini.info.yml` to remove the module from the dependencies block

Модуль также вмешивается в работу администратора, запрещая ему устанавливать модули через графический интерфейс, заполняет некоторые флажки и предупреждает об ошибках.
Если вы хотите отключит этот модуль на своём сайте, и вам кажется что модуль этому сопротивяется - это не так. Просто скорее всего модуль прописан как зависимость у установочного профайла synmini.
Вам нужно отредактировать файл `/profiles/synmini/synmini.info.yml` убрав модуль из блока `dependencies`.
