Adds a type of promotion that will try to match on SKU prefix.

For example you can have a prefix like this:

9001

Which would match all of the following SKUs:

9001867348871
9001808682173
9001867348273
9001869378223

But not this:

0900196378163

For order conditions you can also use it to exclude certain SKUs using the same pattern.
