What is the issue?

I had an existing module and I wanted to publish this on Drupal.org.
On the project form there is no indication that the 'Short name' field defines the project/machine name and I incorrectly thought the 'Name' field would be used (with spaces replaced).
Unfortunately I abbreviated my project name as the short name, thinking it would just be used for the URL slug and proceeded to push a release.
Only when I copied the composer install line did it occur to me that the 'Short code' would be the machine/package name, which of course breaks the project.

Once I realised the problem, I created a ticket (https://www.drupal.org/project/project_composer/issues/3447445) on Infrastructure requesting the project be removed and updated the project to 'Unsupported' and 'Obsolete' to prevent anyone installing.
Although the project has a release, this module isn't used on any sites (as I acted promptly to change it's status) and so the removal will not pose any risks.

I created another project this time using the module machine name for the 'Short name'. I pushed a release for this but something has gone wrong and the package name ended up duplicating the short name (composer require 'drupal/published_state_indicator-published_state_indicator:^1.0'), breaking the ability to install this module (see comment #5)

There are a few requests by other Drupal developers who wish to see this module published but are unable to do so due to this package name issue.

The ticket requesting help for these issue was created on the 15th of May and to date no action has been taken.

How can this be resolved?

- The original project https://www.drupal.org/project/psi isn't being used on any sites and should be deleted to free up the 'psi' shortname for any future project that wish to use that name.
- The issue with the duplicate package name needs resolved so that people can start using this module.

What can we do to avoid this in future?

- To prevent situations like this occurring again a simple fix would be to add a description to the 'Short name' using the text present on the Create General project form "Machine-readable name for the project. Only letters, numbers, and underscores are allowed. Can not be changed once the project is created."
- The lack of progress on the Infrastructure ticket would indicate that maybe that area of Drupal.org is under-resourced. These 2 seemingly simple issues shouldn't be taking months to resolve.
