This project addresses an issue where characters labeled as ISO 8859-1 but actually encoded as Windows-1252 are incorrectly imported as UTF-8. It provides a fix for handling these mislabeled encodings, specifically tested with JSON feeds.

Fixes Windows-1252 chars (80-9f) in ISO 8859-1 labeled string with UTF-8 chars.
