The Config Terms module allows you to manage taxonomy-like items as configuration entities. These items can be assigned a title, description, weight, and parent, and are associated with a vocabulary. Because they are configuration entities, they can be managed through Drupal's configuration system.

These "config terms" contain a title, description, weight, parentage and are associated with a vocabulary, but unlike Taxonomy, they are configuration entities rather than content entities. This means that they can be managed by the configuration management system, but are not fieldable.
