Ágora is a site template for Drupal CMS for transparency and open government portals: small local councils, public bodies, foundations and any organisation that has to publish what it decides, what it spends and who works for it.
A clean install renders a working transparency portal, populated with demonstration content for a fictional municipality, ready for a public body to replace with its own records.
What it does
- A transparency publication portal. Registers of documents, officials, contracts, agreements, grants and datasets, and a document library, for anyone to browse, filter and download, without an account.
- Configuration auditing with Config Guardian: snapshots of the site's own configuration, impact analysis and rollback, with a governance-auditor role that can read them without administering the site.
- A sober institutional theme, Ágora Transparency Theme, a separate project this template requires and makes the default theme. The sign-in page uses it too.
- Drupal CMS underneath: administrative back end, media, basic SEO, privacy and consent, authentication tweaks, Canvas and HTML email. Records follow Drupal CMS's draft and publish workflow.
- Demonstration content for a fictional Spanish municipality, in English, with generated documents and CSV datasets. Every file's provenance and licence is stated in a manifest that ships inside the package.
Install
mkdir agora-site cd agora-site ddev config --project-type=drupal11 --docroot=web ddev start ddev composer create-project --no-install drupal/cms ddev composer install ddev composer require drupal/agora_transparency ddev composer audit ddev drush site:install --site-name="Your institution" --yes recipes/agora_transparencyThe commands need DDEV 1.25.0 or later. Or choose Ágora at the site template step of the Drupal CMS installer. The README explains each step and lists what to change before going live.
Planned, and not in this release
- Freedom-of-information requests, and a review workflow of Ágora's own.
- An AI assistant that answers only from published documents, with citations, and degrades gracefully with no API key.
Accessibility
Ágora targets WCAG 2.2 level AA. Automated accessibility checks run on every change and block it if they fail: over the public pages of the site as the template installs it, and over the Config Guardian dashboard signed in. No conformance with any WCAG level is claimed: automated checks cannot establish conformance on their own, and the site has not been audited end to end. An accessibility statement ships with the site, saying what is checked, what is not, and what a person still has to confirm.
Security and support
Stable releases are covered by Drupal's security advisory policy. A site template is applied once and has no upgrade path, so a fix to configuration it ships comes with release notes saying what to change by hand; the theme, Config Guardian and Ágora's companion module update through Composer as usual. Report vulnerabilities privately, as the package's SECURITY.md describes. Everything else goes to the issue queue.
Licence: GPL-2.0-or-later.
Ágora is developed with AI coding assistants as part of its tooling, under the maintainer's direction and held to the project's automated checks; the maintainer is accountable for every release, and the project's decisions are recorded, with their reasoning, in its public repository.
