The BS Lib module brings Bootstrap 4 component library definitions. This module does not do anything by itself but it is used by other modules or themes.
Although 8.x-1.0-rc2 claims it is Drupal 11 compatible, you should still not use it with Drupal 11. Read more about this in #3491751-5: Drupal 11 compatibility.

- Bootstrap navigation bar toggler button block.
- Scroll to top block - can be used independently for scroll to top functionality. Block configuration offers a lot of configuration options and it assumes you will style your 'to top' link with custom CSS.
- Improved anchor link scrolling (doc).
